Make sure that name tags have names and twitter handles
Provide a linked-in group or facebook group for people to sign up before hand to introduce themselves
Have somewhere for people to print out their contact info (for business cards)
Educate volunteers/speakers about networking: how to help others and participate in networking
Create a Twitter account and introduce people who reply or follow or each other
Promote the event Twitter hashtag (#sqlsat
)
Encourage people before the event to bring business cards/network (maybe using emails)
Encourage people to use the Networking page on the event site

Twitter/Speaker Bingo: gets people talking to each other

During opening ceremony, ask everyone to introduce themselves to person on right and left
Have greeters that faciliitate introductions
Contests: whoever gets the most business cards, whoever gets the most signatures, etc
Have a networking session (could just be a meet & greet, not necessarily facilitated)
